THE PROJECT SAFIR
SAFIR (http://www.safir-fp6.org/), is one of the few integrated projects funded under the Sixth Framework Program of European Union with the participation of Bulgaria. The project started in April 2004 with the participation of eighteen organizations from ten countries, including Voice insight (Belgium), IBM (Germany, Belgium, Czechia), BASF (Germany), Geodan (Netherlands), JRC-ISPRA (Italy), STM (Belgium), THALES (France), Walloon region, District Vratsa, Vratsa Chamber of Commerce, NBT SA and others.
The first objective of Safir is to give equal opportunity for all citizens and groups of European citizens, public organizations or private companies (ie Fire, municipal operational / field officers, police departments, civil protection services, doctors, ...) have access, via easy to use electronic devices to access existing electronic information and data without the need to be computer literate, using the most basic human means of communication: voice and vision (graph).
The second objective is to increase the effectiveness of government services to the population and methods of work of administrative bodies, accelerating the processes of creating and maintaining a reliable and current data repositories / information.
Within the project "SAFIR" together with our partners we has developed a solution for support, facilitate and automation of all field activities in the domain of control of the European agricultural subsidies.
Technology we developed is a voice-activated mobile solution that automates in practice all on the spot activities necessary for the monitoring of agricultural subsidies made by field inspectors – farmer declaration control and an update of the Land Parcels Identification System. It covers the whole range of functions - from navigation, measurement and outline of parcels to direct creation of geographical / graphic objects and recording them in a database. All this is achieved very easily from field inspector, using the most natural way of communicating - his / her voice to native Bulgarian language.
The implementation of this solution for in the control of European agriculture subsidies and good agricultural and environmental conditions (GAEC) has obvious benefits for the state adminstration as:
- Control of the declarations and update of Land Parcels Identification System at the same time
- Introduction of a common methodology for monitoring, by a process that directs and leads the user through the necessary steps / phases
- Significantly reduced training costs and shortened user education
- Increase the number of controlled declarations per unit time as a result, lower levels of abuse
- Significantly improve the quality of geographic data collected on the spot
